In this game CoD2, the graphics for dx7 don't compare no where near to the graphics of dx9, yet the weather effects of dx7 manages to **** up your fps causing you to spike and to glitch all over the place. Now heres a question, would you rather play a game with weather effects in dx9 or 7 or would you rather have them taken out if you didn't have a good enough card to support it.
Anyways yeah... I'd honestly just play DX9 with weather effects, to get more of the vibe of what the game is all about, yet if I wanted to just play and get a better look at the game then of course I'll choose dx9 or dx7 without the weather effects, too me it just depends since my graphics card usually causes me to spike all over the place and makes my ping go up to 200 everytime the weather effects are on. In which when they aren't my game runs smooth in which I can handle and I like. Anyways whats your opinion? ;o

i heard dx7 gets better framerate and registration...so i'd stick with dx7 even if you got good fps with dx9

Only time most people use dx9 is when they make movies.
Even people with the badass ATI 9999999999999 PROEXREME LX still run in dx7, why would you want more weather effects, some maps have snow falling and 30 fps when you can have no weather effects and 300fps.
The weather effects that come with the maps is the issues people have, not the graphic card weather enhancments. Thats why everyone hates pub servers because of the weather effects, unless its in CAL PAM where they lighten the effects.

Yeah, on Dx9, I get like 20 fps. That's - frames per second. But actually, they come about 20 frames per half second, and the other half second just sits there. It's not smooth at all. It's a disaster. And my computer hates CoD2.
